Dr. Judith Johnston

​Judy is the president of Johnston Analytics, a 10 year old small woman-owned business.  She is a human performance scientist. She holds a doctorate in education from the University of Houston, specializing in learning and performance technologies. Judy develops evidence-based strategies, plans, and interventions to evaluate and optimize workforce performance. Her research interests include intelligence analysis methods and means of establishing analytic rigor, problem solving in complex environments, and creative methods for knowledge management. She draws on social science research to create and implement reliable methods for exploring decision-making processes. Judy’s experience includes senior leadership positions at Booz Allen Hamilton and the RAND corporation.  She has developed expertise in qualitative and quantitative research methods. Judy has written about the complexity of the intelligence analysis and production cycle and its impact on performance as well as the challenges of interagency research in the Intelligence Community.  She has published her work in "Routledge Handbook of Strategic Culture"(Utah State University) “Analytic Culture in the US Intelligence Community:  An Ethnographic Study” (Center for the Studies of Intelligence) in “National Intelligence University’s Role in Interagency Research: Recommendations from the Intelligence Community (RAND.org), as well as various government-sponsored technical reports predominantly in the intelligence community.​
